>> good sunday morning. i'm kira klapper in for carolyn tyler. francis ding is here for meteorologist lisa argen. good morning, francis. >> good morning. we have a marine layer about 2,000 feet pushed well inland so we are starting off with gray skies. by this afternoon you notice temperatures will be cooler compared to yesterday. so it's cloudy this morning with temperatures in the 50s, then we will see a lot of sunshine, except for the coast. temperatures there will be fear 60 degrees. inland areas only getting up to the mid-80s today. by this evening the clouds return. we will see some patchy, low clouds again and temperatures dropping into the low 750s. we have a cooling trend.

i will tell you more about that in my next report. kira. >> francis, thank you. bart's two largest unions and management return to the negotiating table today in a last minute bid to avoid a strike tomorrow morning. the few sides negotiated all day yesterday." key issues include wages and many others. both sides say they are work to go avoid a strike. we are not at impasse. our team is prepared to negotiate and get a contract. we are not at impasse. >> we will go as long as as we need to go if we need to if it looks like we can get something done and get an agreement. >> both sides plan to return to the war gang table a few hours from now. bart's current contract expires at midnight tonight. san francisco mayor ed lee had strong words yesterday tore both sides in the negotiations. work out a deal or else. >> if they can't get it

together, i think a privilege to negotiate an agreement between the two, then i think that privilege might have to be removed. and if it is, it's a sorry state. it's a failure. >> mayor lee said if bart workers walk off the job again, he will consider asking the governor to step in. he called the last bart strike a hardship on commuters. a majority of people are cringing at the thought of another strike, one industry actually expects a financial boost. lisa amin gulezian explains why. >> the looming bart strike here to mean big business. during july's four-day bart strike, happy hour was twice as busy. >> people decided i'm going to wait here and stick it out at the watering hole instead of trying to get back to the east bay or wherever they are going. >> the average commuter ended up staying two hours longer than usual. this bartender is looking

just declaring a strike has already affected their business. in san francisco, lisa amin gulezian, abc7 news. >> sf bay berry will run extra ferries. there will be 13 vessels instead of the typical 8. golden gate transit will have no additional service but two of its boats will be used by bay ferry. and bart will offer free charter bus service and you can park in their parking lots with no fee if there is a strike. and san francisco will provide a shuttle service to san francisco. caltrain said it may add some additional service as trains and crew permit ability permit. >> and for people who are driving, the chp will keep carpool lanes open from five to seven pm rather than closing them during the day. and we will have the latest updates from bay area transit

have been hurt after a driver hit a crowd of people at the venice beach boardwalk in los angeles. authorities say the dark-coloured sedan you see here drove on to the board walk and into the crowd just after 6 9:00 yesterday evening. witnesses said the driver seemed to be purposely aiming for them. >> he just drove and took that left turn down the center of the boardwalk and just started driving and bodies were scattering and bodies were flying in the air and people were screaming. it was absolute mayhem. >> when he swerved and starting gunning it down the boardwalk, could tell he intentionally continues to drive and speed up, that's when it became like jaw dropping like you just freeze and what is happening here? >> police say one person has been taken into custody for questioning. one man is in the hospital with life-threatening injuries this morning after he was shot in san francisco's bayview district. it happened just before 11:30 last night on harbor road.

less are looking for two shotters, both described as black men wearing dark clothing. the shooting is the second in just twelve hours in the bay view. yesterday three people were injured in a shooting. it's not known if the shootings are related. three gunshot victims managed to drive themselves to the hospital yesterday after being shot in san francisco's bay view. this, as we mentioned, happened around 3:30. the victims were a man and two women. a male suspect was seen leaving the scene in a white car. a gun buy back program in contra costa county exchanged gift cards for weapons yesterday. 106 guns were turn in at locations in concord, antioch and richmond. people had the opportunity to bring a rifle, handgun or assault weapons and get a gift card in return. no questions asked. stolen questions will be returned to their owners. the others will be melted down. police arrested more than

200 demonstrators during a loud protest at the richmond's refinery yesterday. people were cited and released after staging a sit-in at the facility. it began with 2500 act vests and richmond residents mooring through the city accuse the company of jeopardizing air quality and hastening global climate change. >> this is a very good day to talk about chevron's local and global disregard for people. clearly locally they can care less about their neighbors. they sent 15,000 of them to the hospital last year. >> yesterday's protest comes a couple of days before the first anniversary of last year's explosion and fire at the richmond refinery. in a statement to abc7 news, chevron said, quote, when it comes to air quality, assertions that refinery emissions or the cause of health issues like as ma and cancer in contra costa county, are not supported by data. >> nearly two dozen u.s.

embassies and consulates are closed to following threats intercepted by al-qaeda. but it's not the only warning issued. wendy has the developing story. >> security is tight at airports and train stations across the u.s. the department of homeland security says it's taking extra precautions following threats from overseas. >> it is an al-qaeda, an affiliated threat, yes. it is of the al-qaeda branch. >> u.s. officials called the threat of a terrorist attack serious and credible. they intercepted electronic communications. messages exchanged between senior al-qaeda leaders in which they discussed attacks against u.s. embassies and consulates in the middle east and northern africa. >> it is more specific. and we are taking it seriously. which i think you would expect us to do. yeah, there is a significant threat stream and we are reacting to it. >> that reaction includes closing down 22 u.s. embassies and consulates in the muslim world this weekend.

an area that covers 7,000 miles. and a global travel warning issued to americans. the first time that's happened since before the tenth anniversary of the september 11th attacks. >> right now is not the best time to actually travel there because of the terrorist threats existing and the chance they actually will target major tourist sites. >> the alert extends through the entire month of august. >> abc news has learned the department of homeland security has also creased their scrutiny of visitors from overseas. abc news, new york. the state department also is advising travelers to sign up for alerts and religion enter with the u.s. consulate if they are going overseas. the worldwide warning is broad, but they say the threat uncovered is active and credible. today on "this week" george stephanopoulos will talk more with the chairman chief of staffs, mr. dempsey, on the threat to americans traveling overseas, particularly the middle east or north africa. you can watch this week right here at abc7 at 8 9:00.

>> a building demonstration ended tragically in bakersfield yesterday. piece of shrapnel tore through a chain-link fence and ripped a man's leg off. his other leg was severely injured. he may lose this, as well. four other people suffered minor injuries. the russian consulate in fran was the site of a rally yesterday. protestings russian anti-gay law. many demonstrators called for a boyscout of the 2014 winter olympics in so muchchy. russia has assured them the law will not be enforced against olympic athletes. the obama administration has handed cupertino-based apple a victory by overturning a ban on older apple devices. it would have made selling imported i-phone 4s, and 3 and older ipad models illegal.

the ruling is part of an ongoing feud between apple and its chief rival, samsung. twitter is taking action to curb abusive language on the microblogging service. it's introducing a one quick abuse button that delays nasty or threatening messages. it comes after several how profile british woman report receiving a flood of rape threats. some personally apologize for the abuse they have gone through on twitter. some alarming work pulled off by hackers can pull the table on your tv watching habits. they found a way to access smart tvs. they can turn the cameras on without you knowing and watch you watching tv. security experts say the real danger is. or access personal financial information. the overwhelming majority of responsible pet owners follow the recommendation of animal care experts and get their dogs

medicine's national database, focusing specifically on golden retrievers. >> we know breeze of dogs have different susceptibilities to cancers and different susceptibilities to joint problems. >> among the findings, more than double the rate of hip problems neutered their first year and more than triple rate of canine cancer in male and females that underwent first year surgeries. >> while acknowledges the findings will be controversy, he believes they can argue for alternative methods of steerization that will most likely alter canine hormone records. a most likely cause of the bone growth and issues. >> you could do a vasectomy or a tubal in a female if you wanted to for less money and less trauma. >> fellow uc davis veterinarian said she's interested in the findings but she points out

kgo roof camera toward the bay bridge. winds seem pretty light and temperatures in the 50s. 54 in san francisco. 55 in oakland. and 57 in san jose. the cool spot around the bay area in the north bay as we look at the golden gate bridge right now, you will see that you can see across the span. so we don't have as much fog this morning but it is cool in santa rosa at 52, napa 54, as well as novato. here's another shot from emeryville looking out toward the bay. you see the gray, low clouds coming in from the coast that spread inland but you can see quite a bit of the bridge as well. here's the forecast story for today. we are dealing with some morning clouds, even some drizzle. he ran into some drizzle this morning in san francisco. drizzle already reported in oakland, as well. but mostly sunny today. although temperatures will be slightly cooler and you will notice it in the inland areas we have a cooling trend through midweek. so here's why. we have this area of low

pressure, the cool air mass circulating counter clockwise, bringing us the steady, onshore flow. it's going to move closer in the next few days. then by wednesday, that's probably when we will see the coolest temperatures of the week. notice temperatures coming down a few degrees every day until wednesday. then we will start to ramp back up toward the end of the week. so here are the temperatures for today. look for a very comfortable 76 in san jose. we will see some 70s, as well, on the lower part of the peninsula. 50s sunset district. you will have a hard time seeing some of the sunshine along the coast. that's where the clouds might stick around all day. pretty nice and sonoma and napa, mid-70s. 67 in san leandro, very mild. cooler than normal in the interior areas but it will still be warm. temperatures in the 80s. i think that's much more coolable. 84 in livermore. now if you are heading to the

>> welcome back and thanks for joining us at 5:30 on this sunday morning. we starting this half-hour with a quick look at the weather. here's meteorologist frances dinglasan in for lisa argen. >> hi, everyone. temperatures in the 50s with a lot of low clouds over most of the bay area. 54 in san francisco, 57 in fremont. we will see a lot of sunshine later on today with temperatures climbing up into the 80s in some areas. but let's start around the bay. present upper 60s to low 70s. along the coast partly cloudy conditions. and temperatures will stay on the cool side. upper 50s to low 60s. inland areas, it will be a little bit cooler compared to yesterday. but still very comfortable with temperatures in the upper 70s to mid-80s. we have a cool-down in store for us. i'll tell you more in any next forecast. kira. >> thanks, francis.

with only hours to go before bart's current contract is set to expire, the transit agencies two largest unions and management will resume negotiations today. it is before a strike could cripple a commute for thousands tomorrow morning. it includes pages," pension, worker safety and healthcare costs. both bart and union neglect waytors say alcids are working to come to an agreement so trains will keep running. >> the union is working very diligently to get an agreement. we do not, we did not, we don't want a service disruption in the bay area. we want the direct to bargain as hard as we are and know that the 4 unwill thousand people we carry, as well as members of the community have a vested interest in what's going on and they need to act responsibly to make sure they are taking those interests into account. >> with he have no problem working on a day-to-day basis as long as we continue to meet and there's a chance of something

happening. >> bart management said they remain hopeful that they can reach an agreement with the union before the current contract expires at midnight tonight. about 400,000 people ride bart each day. many of them were forced to drive during the strike in july. that was a holiday week so there were fewer people on the roads at the time. if a strike happens tomorrow, metro transportation officials expect 10% more traffic on the roads. if bart workers do walk off the job, bay area transit agencies say they will try to add additional service to accommodate all the stranded commuters. they will have additional buses to and from san francisco to the best of their ability. they carried a bulk of riders a month ago during that strike. san francisco bayferly will add additional boats and there will be schultz service from daly city and other places to muni's 14 lines. they are asking commuters to carpool in and out of the city.

and as the threat of a bart strike looms, a lot of people are wondering how they are going to get to work. well, it turns out there is an app for that. they are even offering incentives for people willing to step up and drive carpools this week. abc7 news reporter johnathan bloom has that story and the information you may need. cars backed up for miles as workers picketed in front of bart station as few weeks ago. it is a mess laura remembers all too well. >> it was ridiculous. they were backed up so far back, it was unbelievable how many people were still driving into san francisco that week. >> commuters loaded up on buts and ferries and lined up on street corners for casual carpools. laura did something she's never done before, to drive a carpool. >> and carma is like casual carpooling without the mess at the curb. >> you can check out their profile and look at their photos and you can choose somebody and say they are going to my

building. >> it was around for a while. it used to be used to plan carpools from neighborhoods to bart stations but during the strike all of it changed. >> our usage went up 9,000 percent and we maintained much of that usage. >> it may be because they raffled off helicopter rides to a few lucky users. they posted this video on youtube. this time they are running a more practice promotion. >> peck people up and carry them into the city and we will give them $25 for parking into the city. that happens every day next week, strike or not strike. >> you have to pick them up at a special location to qualify. there will be other transportation apps running promotions. sidecar waved their fee for drivers on the last strike and lift said they are about to announce something. carm. a is different because it's not like herring a driver. it's like a carpool. >> you are not going to make a lot of money using carma, but if you give somebody a ride today.

france ding -- frances dinglasan joins us with a preview of the weather today. >> it will be warm and temperatures in the 60s." a great day to head out to the game or do anything actually. we will go to live doppler hd showing us coastal clouds of that spilled inland once again. a very typical summertime start for the bay area. and we are looking live at the golden gate bridge where you see the low clouds have obscured the tops of the golden gate bridge, but you can still see across the span. so not much fog being reported at this time, but there has been some drizzle in san francisco and in oakland. san francisco currently 54, oakland 55. mountain view milder at 59 degrees. we are looking now from the exploratorium camera. a beautiful shot of the bay bridge and the gray skies that most of us are waking up to. it's currently 52 in santa rosa and 54 in novato and 58 in livermore. so you get the picture. a cool start this morning with gray skies as we look live from

emeryville out toward the bay. and the bay bridge is there in the distance. we have the morning clouds and the drizzle, but we will see a lot of sunshine this afternoon. mostly sunny for everyone except near the coast where we will see partial clearing, slightly cooler temperatures today in the inland areas and then a cooling trend through the midweek. so we have this area, this cool air mass providing the steady on shore flow, and as it moves closer to the bay area it will bring our numbers down every day into wednesday and possibly even into thursday. but today look forward to a lot of sunshine and mild weather in san jose at 76. 82 in los gatos. it's also going to be very comfortable, 75 in redwood city, but half moon bay still only getting up to the upper 0s. and the sunset direct, 62 downtown san francisco. look for warmer air or warmer conditions in clear lake at 89. 73 in petaluma.

and also if you are headed to the oakland festival today, temperatures will mainly be in the mid-to upper 60s with also very sunny skies. 67 in san leandro, 70 in castro valley. and warm conditions in the interior areas. some low to mid-80s for you with 82 in concord. 84 in livermore. now i want to tell you what you can expect also the next few weeks or next week, rather. here's a look at overnight lows. we will see the clouds move in once again. temperatures in the 50s. and then we will see sunny conditions in the afternoon. basically we are going to start to see that every day. morning low clouds, afternoon sunshine. but notice the temperature trend for livermore. so sunday, monday will be near 84. we will start to department down wednesday and thursday. cooler days. that's where numbers will actually be about ten degrees below normal. then we will start to ramp back up toward the end of the week. you see that as well with the
